JIM WHITMAN is Senior Lecturer in the Department of Peace Studies, Bradford University, UK. He is general editor of the Palgrave Global Issues series. His latest books are The Fundamentals of Global Governance and (with Sarah Perrigo, eds) The Geneva Conventions Under Assault.
