ThestatusofUkrainianasthesolestatelanguageofUkrainehasbeenchallengedbyvariouspost-Sovietpoliticalforcessinceitwasestablishedin1989andenshrinedintheConstitutionin1996.SincePresidentViktorYanukovychcametopowerinFebruary2010,thePresidentandthePartyofRegionshaveputforwardseveralinitiativestopromotetheRussianlanguageattheexpenseofUkrainianaswellastheminoritylanguagesofUkraine.Paradoxically,theirmostimportantinstrumenthasbeentheEuropeanCharterforRegionalorMinorityLanguages.However,theRussianlanguageinUkrainedoesnotmeetthecriteriaofaregionalorminoritylanguageaccordingtotheCharternordothosepoliticianswhostruggleforthe"rightsofthenativeRussianlanguage"inthenameofRusskiymirrepresentthedemocraticvaluesuponwhichtheCharterisbuilt,asperfectlyreflectedbythehistoryoftheunconstitutionallanguagelawof2012.
