The National Environmental Policy Act states that "a monitoring and enforcement program shall be adopted and summarized where applicable for any mitigation." The Minerals Management Service, to ensure safety and environmental protection, also has the authority under 30 CFR 250.33 for Exploration Plans and 30 CFR 250.34(s) for Development Plans to require operators to conduct carious monitoring programs.
