Now named Ross Tanner, XIII joins the elite SPADS (Special Assault and Destruction Squads) to try and learn more about Captain Rowlands, his last identity. As if the shadowy threats hanging over his head weren't enough, he also has to contend with gruelling training and a hostile instructor. Meanwhile, in Washington, investigations continue - and a series of clues emerge pointing towards people XIII thought were his allies.
