As an authority on ecclesiastical law and international law Lord Phillimore carried on the tradition of his family. He edited the Second Edition of The Ecclesiastical Law of the Church of England and the Third Edition of Vol. IV of International Law, both by his father,Sir Robert Phillimore. He was President of the International Law Association from 1905-1908. In 1918 he was appointed chairman of the naval prize tribunal.
