That is the point.
Veyl has spent four centuries trying to cut the promised line by force, and it has survived a famine, a sword, a court intrigue and two plagues. So he stops trying to break the Promise. He begins, instead, to wait for someone to put it down.
When a foreign decree finally opens the road home, the ones who stay are not cowards, and every reason they give is true. The ones who walk the eight hundred miles back find a burnt hill, a squatters' town, and the strength to build a house of the Maker that is smaller than the book says it should be. Then sixteen years are lost to a clerk's spelling error. Then the last voice on the platform falls silent, and nobody notices for eleven years.
What follows is four hundred years in which nothing is said to anybody at all, and fourteen entirely ordinary people keep a chest under a cloth without ever once being told why.
