J.D. O'Neil is a member of one the full time fugitive teams created by Congress. O'Neil is assigned the case of Javier Orellena. Orellena has killed a police officer in El Salvador. Orellena has run back to the United States to run his part of the world's most dangerous street gang, Mara Salvatrucha, or MS-13. J.D. and his long time partner, Mike Tavaglia, are on the hunt again. Trouble brews when they discover exactly how high up the connections of the dead Salvadorian officer go on the world stage.
