The answers rarely lie in technology or money. They lie in a capability most governments have never been forced to name, let alone master: digital statecraft, the art of governing, reforming, building and delivering in the digital age.

Traditional statecraft has always had its canons. Diplomacy, military strategy and economic policy each developed a body of thought over centuries. Digital statecraft has none yet: governments improvise, and the few that succeed have done so through design, accident or luck. This book supplies what is missing, identifying ten distinct forces that together determine who succeeds and who stalls, regardless of wealth or pedigree. They span political agency, urgency, institutional permanence, iterative delivery, legacy debt, procurement, bureaucratic culture, user experience, adoption and the boundaries of state power.

Told in a narrative voice and drawing on political-science theory where it earns its place, the book moves through these forces with case studies of pioneers and laggards alike, from Ukraine and Singapore to a Germany the author treats with a citizen's particular impatience.
