When Capt. Patrick Evans-Hylton is a local Tidewater resident, an editor for Hampton Roads Magazine and an avid history enthusiast. He is also the author of several other books with Arcadia, including The Suffolk Peanut Festival and Smithfield: Ham Capital of the World.
