Recenzii
Why do voters sometimes support politicians who advocate policy cuts and obstacles to participation? In Divided States, Josh Pacewicz illuminates this paradox. The fireworks of legislative politics are decoupled from policy implementation in many state capitols, administrative work that is enmeshed with federal policy in ways that protect public services. Neither voters nor legislators fully experience the consequences of conservative legislative politics while administrators are increasingly dependent on the outcomes of federal policy struggles. Divided States offers an exceptionally compelling and original account of the politics of our time.
Given the distinct character of U.S. federalism, it should come as no surprise that states have played a critical role in shaping early 21st century American politics. In this groundbreaking book, Josh Pacewicz carefully details the importance of not only visible 'frontstage' state policymaking but also the 'backstage' implementation of federal and state policy. He shows that while Republicans have controlled the more visible frontstage, Democrats have had more success quietly controlling the backstage. Nonetheless, using Medicaid and election administration as cases, he describes the second Trump Administration's aggressive use of federal power, which is pulling back control over the backstage. This is a 'must read' for policy scholars trying to make sense of U.S. federalism in the early 21st century.
