RACHEL JONES is a Special Adviser to the First Secretary and Cabinet of the National Assembly for Wales. She was formerly a policy analyst in the Strategic Policy Division of the Welsh Development Agency. A European Commission Research Fellowship allowed her to carry out extensive fieldwork in Spain.
