Observăm în volumul Analysing Social Policy Concepts and Language o schimbare de paradigmă în studiul politicilor sociale, unde abilitățile de analiză critică și interpretare a discursului (reading și writing academic) devin prioritare în fața simplei descrieri instituționale. Remarcăm cum editorii Daniel Béland și Klaus Petersen descompun concepte precum „statul bunăstării” pentru a le urmări circulația și transformarea între diferite spații geografice și ideologice. Ca și Welfare Words de Paul Michael Garrett, lucrarea acoperă terminologia specifică reformelor sociale, dar cu o metodologie axată pe genealogie și perspective transnaționale, nu doar pe critica neoliberalismului.

Structura volumului este riguros organizată, pornind de la cazuri specifice din Europa de Nord și de Est (Ungaria, Polonia) și culminând cu influența actorilor globali. Această abordare completează perfect opera anterioară a lui Daniel Béland, în special Ideas and Politics in Social Science Research, unde acesta argumenta că ideile guvernează lumea politică. Dacă în Nationalism and Social Policy autorul analiza identitatea națională, aici extinde cadrul către „puterea discursivă” a organizațiilor precum OECD sau FMI. Notăm cu interes modul în care cuprinsul reflectă tranziția de la „statul asistențial” la „societatea activă”, oferind cititorului instrumentele necesare pentru a decoda limbajul tehnic al politicilor contemporane. Spre deosebire de International Social Policy de Pete Alcock, care oferă o privire de ansamblu structurată asupra contextelor politice, volumul de față sapă mai adânc în substratul lingvistic care fundamentează aceste decizii.

All contributors to this volume adequately note that within conceptual history studies of social policy are quite rare, and hence pursue an extremely wide scope – old and new “worlds of welfare”, nation-states and international organizations at the same time. The book tackles many of the problems that historical institutionalists have been facing with regards to the role of ideas in shaping politics, being at the same time sensitive to the role of agency. At the same time, there is however the lingering sense, as in other historical institutionalist studies, that change is not fully explained. All contributors rightly note the lack of awareness to language in existing research, but do not always go themselves beyond a type of genealogical history of certain concepts in social policy appearance. Social policy scholars and practitioners have long employed concepts such as “welfare state” and “social security”—but where do these concepts come from and how has their meaning changed over time? What characterizes social policy language in different places, and how do some social concepts travel between them? Addressing such questions in a systematic manner, the contributors to this collection analyze the concepts and language used to describe contemporary social policy. Combining detailed chapters on particular countries with broader comparative chapters, the book offers a variety of perspectives on just what we mean when we use these terms.

Notă biografică

Daniel Béland is the Canada Research Chair in Public Policy at the Johnson-Shoyama Graduate School of Public Policy at the University of Saskatchewan. He is coeditor of The Oxford Handbook of US Social Policy. Klaus Petersen is professor of welfare state history and director of the Centre for Welfare State Research at the University of Southern Denmark. He is coeditor of The Nordic Welfare State.
