Winning and Delivering

Autor Lee P Sisco
en Limba Engleză Paperback – 10 aug 2026
THE KNOWLEDGE FEDERAL AE PRACTITIONERS HAVE BEEN HANDING EACH OTHER IN PIECES FOR DECADES. FINALLY IN ONE PLACE.
The Federal market is the largest, most stable buyer of architecture and engineering services in the world, and most of what it takes to win and deliver that work has never been written down. It lives in the heads of practitioners who learned it over decades, one hard lesson at a time. This book writes it down.
Winning and Delivering is a complete, plain-language playbook for practitioners across the full lifecycle of Federal work. It follows the money from Congress to contract award, introduces the clients at NAVFAC, USACE, and across the Federal government, and walks the long discipline of government contracting and business development: market presence, capture management, the SF-330 proposal, traditional RFP responses, interviews, and fee negotiation. It then turns to delivery, project management and financials, design-build and design-bid-build execution, quality, and the CPARS performance record that follows a firm into every future competition, before closing with 21 chapters on running the practice itself: culture, hiring, structure, metrics, teaming, and the environment Federal A/E services firms operate in.
Every chapter addresses what AI changes and what stays human, closing with a standalone essay on leading an AE practice in the AI era. Forty-nine chapters combine practical mechanics with real stories from inside the work, and a full glossary anchors the vocabulary of federal procurement.
The author spent 24 years in the United States Navy, culminating in command of a nuclear attack submarine, then nearly a decade leading the East Region Federal practice of one of the nation's largest architecture and engineering firms, growing it from $28M to $93M in annual revenue. This book is what he learned, written for the person he wishes he could have handed it to.
For the junior professional learning how Federal work is won, the project manager delivering it, the business developer building a pipeline, and the practice leader deciding what kind of firm to build: this is the reference your team will keep within reach.

Notă biografică

Lee P. Sisco served 24 years in the United States Navy, rising through the nuclear submarine force and culminating in command of the nuclear attack submarine USS Louisville (SSN 724), with seven deployments to the Western Pacific over his career. He retired as a Captain in 2016 and began a second career in Federal architecture and engineering, where he spent nearly a decade leading the East Region Federal practice of one of the nation's largest AE firms, growing it from $28M to $93M in annual revenue and serving clients across the Department of Defense and the Federal government. He is the founder of Polaris Strategy & Capture Consulting, where he helps architecture and engineering firms win Federal work, deliver it well, and build practices that last. Winning and Delivering is his first book, written to hand forward in one volume what took two careers to learn. He lives in Charlotte, North Carolina, with his wife, Kacey.
