Tokyo, 1991. A terrible crime rocks the city. Superintendent Saeki, head of the Metropolitan Police's First Investigation Division, is under pressure. Meanwhile, on the streets of the city, a depressed man grapples with the loss of his family member, who fell victim to a serial killer. Lost in his grief and desperate for help, Matsumoto turns to a new religion he has discovered online. They promise him they can return all he holds most valuable - for a small fee of blood and money. From that point on, Saeki's and Matsumoto's futures become inextricably entwined.
