The MARTIAN CONCERN, Part 1

The Martians believe deep space flights will endanger our Solar System by alerting our presence to a potentially hostile alien species. The Martian solution is to militarize before venturing out. They want sentinel stations throughout the system before Earth launches their Saturn II, an intergalactic vessel that can travel faster than light.
