What happens when two individuals from disparate backgrounds accidentally come together because of a thin book written by an unknown author that contains a never-before-seen and never-before-heard-of, detailed blueprint for government properly conceived? What results from this chance encounter eventually is a gleaming, pollution-free metropolis with a very special form of government.
