Detective Lawrence Simmons is charged with finding the person or persons who is committing murders. The only thing tying the murders together is the fact that each victim has the small finger on the left hand removed with surgical precision. An encounter with Latvian military personnel leads to a long running Russian spy plot. Before Lawrence can effectively start dealing with these murders, he is coerced into accepting a position with the FBI in order to rescue women held as sex slaves
