Modern enterprises are highly systemized-and still fail. This book argues that the missing layer is not better execution, better leadership, or better technology, but a governing layer responsible for determining whether high-impact decisions should proceed at all-before they are executed. Written for executives, boards, regulators, and institutions accountable when decisions go wrong, The Next Evolution: From Systems to Governed Decision-Intelligence(TM) defines the next era of enterprise design-where judgment itself must scale. Rather than proposing another management methodology, this work advances a structural argument: that modern enterprises remain incomplete without infrastructure capable of governing high-impact decisions before their consequences unfold. The book defines this missing layer as Governed Decision-Intelligence(TM) (GD-I(TM)): the enterprise-level category implemented through a dedicated infrastructure layer - Governed Decision-Intelligence Infrastructure(TM)(GD-II(TM)) - which governs whether high-impact decisions may proceed, under what constraints, with what evidentiary basis, and with what attributable accountability, before exposure occurs. As organizations grow larger, more automated, and more exposed to legal, regulatory, and public scrutiny, ungoverned decisions increasingly create systemic risk. Governed Decision-Intelligence(TM) reframes decision execution itself as the point at which governance must occur.
