Herbie wants a pet, like all his friends. But when Mom won't let him keep a puppy, Herbie brings home a friend, a very large, greenish friend. Mayhem ensues as Herbie's friend, "Frank", struggles to fit in. Herbie and Mom soon discover hidden gifts in the very large, person with the "electric" personality.
