Max Kontrol rises from obscurity, and assumes control of the national drug scene, in the United States. In the process, a murder is committed. James Tiger, a private detective, is hired to solve the mystery. The culprit is captured but escapes to Ghana, West Africa. James Tiger, annoyed by the escape, vows to bring the criminal to justice.
