Batterer intervention programs were introduced as a way to hold batterers accountable without incarcerating them. Initial studies suggested that the programs reduced battering. Two evaluations of programs in Broward County, Florida, and Brooklyn, New York, based on more rigorous experimental designs, claim that they have little or no effect.
