Cirminiello, J: Executive Oversight

en Limba Engleză Paperback – 26 oct 2026
City managers are ultimately accountable for public safety, even though most did not build their careers in police, fire, emergency communications, or detention operations. They are still expected to evaluate chief candidates, staffing requests, major contracts, technology investments, performance systems, crisis response, organizational risk, and long-term financial commitments. Those decisions are rarely simple. They often involve incomplete information, strong personalities, competing priorities, political pressure, and significant public consequences. A weak decision can create years of unnecessary cost, operational limitations, legal exposure, or loss of public trust. Executive Oversight gives city managers a practical way to govern the business of public safety without becoming tactical experts. Drawing on nearly three decades of public safety and executive leadership experience, Colonel Jeff Cirminiello explains how better questions, stronger review systems, and disciplined decision frameworks can help leaders identify risk, challenge assumptions, avoid costly commitments, and make more defensible decisions. Through real-world scenarios, practical guidance, and executive checklists, the book addresses some of the most difficult responsibilities facing local government leaders, including: - Selecting and evaluating police and fire chiefs
- Managing recruitment, retention, and workforce stability
- Reviewing staffing models and organizational design
- Governing vendor contracts, technology purchases, and recurring costs
- Building accountability through CompStat and performance systems
- Overseeing real-time information centers, drones, and artificial intelligence
- Preparing for major incidents and post-incident scrutiny
>Executive Oversight also examines why governance problems often develop long before a crisis becomes visible. It shows how unclear authority, weak oversight, incomplete contract review, poor performance measures, and personality-driven decisions can expose a city to financial, operational, and political risk. The central message is straightforward: city managers do not need to know how to run a police or fire operation. They do need a reliable system for asking the right questions, evaluating what they are being told, and understanding the long-term consequences of major decisions. Written for city managers, county administrators, town managers, assistant managers, elected officials, and public safety executives, Executive Oversight provides a practical foundation for leading public safety with greater confidence, clarity, accountability, and financial discipline.
