Electoral reform is a vital pathway for improving elections: electoral laws can set sanctions for electoral intimidation, define the process for converting votes to seats, and prohibit or allow the use of money in elections. Research has widely evaluated the effects of electoral laws and has prescribed solutions for improving elections, but there have been virtually no studies on the electoral reform process: Who should be involved? When should it take place? How can consensus be reached between actors? And how does this affect election quality? The chapters in this volume explore these questions and more, establishing new principles to underpin the electoral reform process and assessing to what extent these principles are followed globally. The authors also outline both the barriers to democratic electoral reform and the interventions that can be adopted to help ensure that reform. The volume has important implications for the study of democracy, comparative politics, and electoral integrity, and for the design of electoral law reform processes around the world.
