Most current social welfare policies aim to ameliorate immediate problems or injustices, but they do little to foster human development or support the potential of people within marginalized communities. Hans-Uwe Otto is senior research professor on the Faculty of Educational Science and codirector of the Bielefeld Center for Education and Capability Research at Bielefeld University, Germany. Melanie Walker is senior research professor and National Research Foundation Chair of higher education and human development at the University of the Free State, South Africa. Holger Ziegler is professor of social work, dean of the Faculty of Educational Science, and codirector of the Bielefeld Center for Education and Capability Research at Bielefeld University, Germany.
