When the crew of the Argo Merchant spots a small, yellow inflatable dinghy bobbing in the Caribbean's bright blue waters, they find twelve-year-old Bobby White aboard. Barely alive, the crew takes her to the Island of St. Vincent.
Taken in by St. Vincent's Chief Inspector Dupree and his wife, Bobby slowly recovers her memory. What she remembers deepens the mystery. When the captain of the schooner on which she and her family were traveling appears in the marketplace, Bobby is stunned. Why is he here? Where is her family?
Bobby is plunged into the Island's underbelly as she endeavors to discover her family's fate. Inspector Dupree wants to help Bobby, who he's come to care for as a daughter. But he must also guard the secrets he's been concealing from his government. He begins to walk a thin line between looking the other way as illegal merchandise moves through the island and caring for the little girl who appeared from the sea.
