This new edition can serve as an in-house guide for staff who have not done formal coursework in cataloging or those in need of a reference to current cataloging practice.
I recommend Beginning Cataloging to the neophyte catalogers Weihs and Intner cite in the introduction: students in library technician programs and cataloging courses, and library staff who lack formal training but require a basic cataloging skill set. I also believe more seasoned catalogers will enjoy revisiting the basics.
