God didn't create a Hell and then put us into it out of spite. Instead, God provided an open-ended, ever-changing, and endless possibility world in which we can express ourselves. The Hell that results is a consequence of the most evil people exploiting those who are too pure at heart to fight back. God didn't create a Hell. We built it out of our personal greed, self-pride, and the willingness to betray humankind for a few moments of materialistic excess. When Jesus arrived to announce that the Kingdom of Heaven could be realized right here on Earth, the church, government, and business authorities rejected his plan and killed him. They had the most to lose.
